Talents

Level 1
1. Vaporize (Q): Does 50% additional damage to minions and mercenaries.
2. Maximum Output (Q): Increases range by 25%.
3. Phase Battery (Trait): Charges persist for 2 more seconds.
4. Disintegration: Basic attacks against Structures destroy 1 ammunition per charge.
Level 4
1. Recharge (Trait): Activate to gain 3 charges.
2. Phase Reactor (Trait): Phase crystals are charged 50% faster.
3. Transference: Basic attacks heal for 5% of of the damage dealt to the primary target.
4. Gathering Power: Passively grants 5% Ability Power. Each Hero takedown increases this bonus by 2% to a maximum of 15%. This bonus Ability Power is reset to 5% on death.
Level 7
1. Sundering (Q): Purify leaves a burning path that deals 24 (+4 per level) damage per second. Persists for 3.5 seconds.
2. Burst Wave (W): Increases range by 30%.
3. Conservation (E): Increases duration to 8 seconds.
4. First Aid: Activate to heal 35.49% of your max Health for 6 seconds.
Level 10
1. Warp Prism (R): Call in a warp prism to warp in waves of Protoss forces every 5 seconds for 25 seconds or until it is destroyed.
2. Interception (R): Calls in orbital assistance from her carrier to send an array of interceptors, each dealing 5 (+5 per level) damage in a large area.
Level 13
1. Cleansing Annihilation (Q): Removes all roots and polymorphs on allies.
2. High Energy (E): Deals 15 (+3 per level) damage to nearby enemies.
3. Time Dilation (E):  Selendis moves 20% faster during Prismatic Shielding.
4. Spell Shield: Upon taking Ability Damage, reduce that damage and further Ability Damage by 50% for 2 seconds. Can only trigger once every 30 seconds.
Level 16
1. Emanations (W): A second wave is released after 2 seconds, dealing only 60% damage.
2. Concussion (W): Deals 15% more damage and stuns enemies for 0.5 seconds.
3. Overcharge (Trait): Activate to increase attack speed by 50% for 5 seconds.  Selendis cannot use abilities during the effect. Afterwards, will be unable to attack for 2 seconds and loses all charges.
4. Amplify: Next basic ability does 75% more damage. Lasts for 5 seconds.
Level 20
1. Reclamation of Aiur (R): Warp Prisms now last until they are destroyed.
2. Cybernetics Core Upgrades(R): Interceptors now deal 8 (+8 per level) damage per attack.
3. Unstable Detonation: If Selendis is killed when fully charged, she will explode for 500 (+50) damage in a large area.
4. Bolt of the Storm: Activate to teleport to a nearby location.

Premise

Selendis was designed to melt single targets.  Ideally suited as a specialist due to her own low health, Selendis will struggle to maximize her damage against enemy heroes.  Instead, Selendis is more adept at obliterating enemy structures if left alone. Aside from her low health, Selendis must be careful in using her W and E abilities as it takes time to accrue her charges, leaving her vulnerable.

I misunderstood your quote from before. Charges do not mean having multiple uses of the ability, its a replacement unit for Mana. I see the confusion this would make and I will consider using another suitable term.
