Level 1:
Pulse Rockets (Q): Quest!: Every-time you hit an enemy hero with
Helix Rockets, increase their damage by 5. Reward!: After Gaining 100 Extra Damage, gain an additional 50 damage, and increase the range by 40%.
Dash (W): Decrease duration by 1 second, but increase run speed by 10%.
"I Love The Smell Of Pulse Ammunition..." (D): Quest!: Empty your ammunition 50 times. Reward: Increase
ammunition to 50 bullets.
Level 4:
Forceful Rockets (Q): The rockets deal an additional 10% damage, and knock the target hit backwards a fair distance
Regenerate (E): Quest!: Heal 25,000 damage with
Biotic Field. Reward!: Double the duration of
biotic field.
Vigorous Assault: Heal for 30% of all Basic Attack damage you deal.
Level 7:
First Aid: Generic Talent
Effortless Reload (W): When you end sprint, your gun is fully reloaded.
Focus Fire (D): If you empty your entire cartridge on one enemy, deal a bonus 201 (+3% per level) damage to them.
Level 10:
Helix Visor (R, Q): While
Tactical Visor is active, Helix Rockets is a point-click on any target in the area.
Tactical Shield (R): While Tactical Visor is active, gain a shield in the front that soaks 50% of incoming damage.
Tactics and Vision (R): Tactical Visor charges 100% faster from basic attacks.
Level 13:
"We're all Soldiers now..." (D): Allies in a medium area around you gain +5% damage output.
Explosive Rockets (Q):
Helix Rockets now explode in a small area around the target hit, dealing 50% damage.
"Damn it!": If Soldier gets stunned, immediately place down an untalented
biotic field. This is on a separate 40 second cooldown.
Level 16:
Revenge (D): If an ally in a large radius around you dies, gain +30% damage for 4 seconds.
"...And stay down" (D): Anytime you get a kill, increase that death timer by 10 seconds.
Stabilize (E): If an ally stays in
Biotic Field for at least 2 seconds, remove all conditions from them.
Level 20:
Target Rich Enviroment (R): When you attack someone somoene in Tactical Visor's aoe, hit another target
(prioritizing heroes) for free.
Helix Barrage (Q):
Helix Rockets gains 3 charges.
Nexus Fury: Generic
"The war goes on...": When an ally dies anywhere, either reduce either your death-timer by 15 seconds (if your dead), or grant yourself an extra 15% Charge for ultimate (if your alive).
Those are the exact same mechanics as tracer and no other overwatch hero since tracer has had this. They've all had 1 new ult added on top of their existing one, and they all use Mana (except for DVA and Zarya) and DVA has her Overwatch ultimate as her E, and two brand new ULTS.
