Sombra is a disruptive Support Hero from the Overwatch universe. She is an elusive hacker that will go through any means to further her own agenda and is both cunning and manipulative when it comes to machines and people. Sombra has access to a wide range of utilities that allow her to either aid her allies or harass her enemies.

Hacking a Healing Fountain reduces Hack's cooldown by 4 seconds.

Throw a beacon at the target location that lasts for 15 seconds. Reactivate to teleport to the beacon. Does not cancel Stealth.
Activate to become Stealthed, gaining 20% Movement Speed. For the first second, Sombra is Unrevealable and can pass through other units. Remaining stationary for at least 1.5 seconds while Stealthed grants Invisible.

Activate to summon a drone that reveals a large area around itself for 6 seconds. Can be redirected once active. Does not cancel Stealth. 30 second cooldown.
Level 4
Everything can be Hacked
Hack can be used on Mercenary camps. Hacked Mercenary camps respawn 50% faster and cannot be captured by enemy Heroes, but can still be contested. Cannot be used on Boss camps. Lasts 30 seconds.
Overclocking
Increase the duration of Hack on Healing Fountains by 50%. Increase the cooldown reduction for allies that use a Hacked Healing Fountain by a further 25%.
Collecting a Regeneration Globe heals Sombra and nearby ally Heroes for 9% of their maximum Health and 7% of their maximum Mana over 5 seconds.
Been Here All Along
Gain 20 Armor for 3 seconds after exiting Stealth or teleporting with Translocator.

Hacking an enemy Hero reduces their Armor by 10 for 3 seconds.
System Failure
Increase the duration of Hack on enemy Heroes, Forts, and Towers by 10%.

File Transfer
Basic Attacks heal Sombra for 20% of the damage dealt, doubled versus Hacked targets.

Info Network
Increase Opportunist's health threshold to 50%. Other ally Heroes deal 15% increased damage to enemies marked by Opportunist.
Unfair Advantage
Basic Attacks against Stunned or Silenced enemy Heroes deal an additional 0.25% of their maximum Health as damage.

Basic Attacks reduce Sombra's Heroic Ability cooldown by 0.125 seconds, doubled against Hacked targets.

Increase EMP's radius by 25% and each enemy Hero hit reduces its cooldown by 10 seconds.
Overclock Field
Cloaking Field restores 20 Mana per second to ally Heroes inside and their Basic Ability cooldowns recharge 100% faster.
The Latest Tech
Permanently reduce Sombra's Basic Ability cooldowns by 2 seconds.
Passive: Hack benefits from all of Sombra's level 7 talents.
Wall Hacks
Opportunist's range becomes global, and its damage bonus is increased by 20%.
I really like your concept! Also, your talents are very well-named and fit Sombra's theme. Are you sure she wouldn't make more sense as a utility Ranged Assassin? She seems to be able to dish out a bit of damage. I don't know about Off the Grid at level one, permanent Stealthed 30% move speed that early in the game seems kinda broken. I mean, Valeera gets hers at level 20. I don't really understand the Everything Can Be Hacked talent, does that mean enemy heroes can't capture the merc camps? So they can only contest it? Seems pretty broken to me, why would they contest it if they can't capture it? I think this talent is problematic especially that early in the game. Maybe it can instead act like Sylvanas's Merc Queen or Sonya's Merc talent where Hack stuns enemy mercs for X seconds and they take more damage while hacked or when attacked by Sombra because the one you have right now seems kinda not very interactive and unfair to go up against.
I personally think this version of her is more Support than Assassin, because she doesn't have many ways of killing people herself (her only damage options are her auto attacks and a bit of extra damage from Virus) other than picking off people that are already low on HP, or at least that's the intent. She does however have lots of ways to help set up kills for her team and many different utilities.
For Off the Grid, I tried to compare everything she can do to the abilities and talents of other heroes. Zeratul does get permanent 30% stealthed movespeed at level 1 if he takes the correct talent for it, so I saw no issue with giving it to Sombra.
For Everything Can Be Hacked, I tried making sure that the duration lasted a decent amount of time so that it wouldn't be pointless, but didn't last so long that it was incredibly oppressive, but I'm still not quite sure about where I left it. The ability to contest is there to prevent Sombra from hacking a Merc camp while enemies are taking it and then just walking over it herself to steal it. Personally I really like the idea I currently have behind it, so I would like to keep it functionally the same if possible, though I may end up reducing the duration or adding further restrictions.

I personally think this version of her is more Support than Assassin, because she doesn't have many ways of killing people herself (her only damage options are her auto attacks and a bit of extra damage from Virus) other than picking off people that are already low on HP, or at least that's the intent. She does however have lots of ways to help set up kills for her team and many different utilities.
