CHANGELOG:
This changelog was only put in place on 2017-09-15, so notes prior to this date may be inaccurate.

2017-09-13:
Increased Health and Damage, clarified that Hacked Channel would be able to be used on her medkits and other inventory items.

2017-09-15:
Added functionality to Cloak to prevent Sombra from activating her Hack ability or Basic Attacks while unrevealable.
Added cooldown and ranges to applicable abilities & talents
Prettied up the talents list a little.

Combat Trait

1
Cloak
Activate to cloak for up to 9 seconds, increasing movespeed by 25%, and gaining unrevealable after 2.5 seconds. This ability is unable to be activated for 0.75 seconds after taking any damage. Takes 18 seconds to refill from empty. When cloak is active, Sombra is unable to initiate a hack or use her basic attacks. When Cloak expires or is disabled, Sombra gains Shimmered cloak for 1 second, and can attack again 0.5s into Shimmer. Being damaged by any hero during this shimmer period allows Sombra to instantly attack & initiate hack.
2
Medkit
Sombra causes every 4th minion killed to drop a medkit.

Medkits expire 5 seconds after spawning, and must be collected in order to be used. When collected, they are stored in the heroes inventory(F by default), and when activated, the medkit heals the user for 12% of their maximum health over 8 seconds.
3
Hacked Channel
Additionally, Sombra hacks channelled objectives, rather than channelling at melee range. This grants her the bonus of safer objective grabbing, and able to move & channel on objectives.

This also functions for items assigned to the heroes inventory, like the proposed Medkit, Hanamura mercenary items, or Warhead Junction Nukes.

Primary Abilities

1
EMP
Gain charge by damaging enemies, and when you reach 100 charge this ability can be activated to explode in a charge of energy, silencing enemy heroes, and destroying nearby enemy shields.

EMP will spread 30% of all shields destroyed evenly between her & her allies. Stolen Shields expire after 4 seconds.

Radius: 4.5
Cast Time: 0.5 seconds
2
Hack
Channel for 1.25s on an enemy hero to hack them. Hacking an enemy hero increases all of their cooldowns by 2.5 seconds. Sombra can move at full speed while channelling hack. Hack can not increase a cooldown beyond it's standard cooldown
Taking damage interrupts this channel.

Cooldown: 9 seconds
Cast Range: 6
3
Translocator
Throw a translocator, which can be teleported to after it has been thrown.

A placed Translocator lasts 18 seconds, and is removed when Sombra dies, or she activates the Translocator. Cooldown starts when Translocator is activated

Cooldown: 9 seconds

Heroic Abilities

1
(!)Shield Transference
Increase the amount of shield gained from EMP by 30%.

QUEST: Destroy 6500 shields with EMP.
QUEST: Destroy 1500 shields in a single cast of EMP.
QUEST: Hit 5 enemy heroes with EMP.

REWARD: Each quest increases Shield gain by 25%
FINAL REWARD: Sombra's basic attacks now deal 150% bonus damage to enemy shields. Shields destroyed through this bonus are spread between Sombra and her nearby allies.

Quest is tracked prior to taking this talent, but only applies if you take the talent.
2
Mark
Mark an enemy hero, granting vision on that hero till they have fallen below 25% health, after which point the vision is lost, and the ability goes on cooldown

This ability can not be removed through any other means.

Cooldown: 35 seconds

Talents

Level 1
(!)Level Up!
Select a hero on your team, and cause them to gain the bonuses from this Talent
QUEST: Hack enemy heroes
REWARD: Every 18 enemy heroes hacked gains a personal level, gaining access to talents sooner, and increasing in power equivalent to a standard hero level. This talent can grant up to 4 personal levels.

Hacked Momentum
Can now hack allied heroes, causing their next 4 basic attacks within 6 seconds to reduce basic ability cooldowns by 0.5 seconds.

Metagaming
Hacking an enemy hero reduces the respawn timer of the next hero killed on your team by 2.5 seconds, to a minimum spawn time of 5 seconds.
All stacks gained are lost when this activates, is not used if the hero will spawn in less than 6 seconds, does not activate on Leoric.

Bitcoin Farm
When an enemy hero is hacked, gain a stack of bitcoin. Use 5 stacks of bitcoin to convert any mercenary to your side, and restore all health lost to that mercenary. When used on a neutral mercenary, this mercenary will instantly leave the camp and move down the destined lane. When a camp is entirely captured with Bitcoins, they don't spawn any items or regeneration globes.

Level 4
(!)Opportunist
QUEST: Generate Medkits
QUEST: Collect Regeneration Globes
QUEST: Use Medkits
REWARD: Increase Vision Radius by 1%, and increase Medkit strength by 3.3%. May gain rewards up to 30 times.

Regeneration Matrix
Medkit now also heals allies near the user for 50%. This heal over time is applied at time of activation.

Adrenaline Shot
Medkit now also increases movespeed and basic attack damage of the user by 15% for 4 seconds

Poison the Well
When used by the enemy team, Medkit will instead hurt the user for 24% of their maximum health over 8 seconds.

Level 7
Hack the Planet
Sombra can now hack structures, Allied structures become Unstoppable for 7 seconds, and enemy structures are disabled for 7 seconds. Does not work on the Core.

Double Agent
Activate to cause Sombra to be treated as a member of both teams, allowing her to pass through enemy gates, collect enemy regeneration globes, use enemy healing fountains, and have structures completely ignore her. While this talent is active, Sombra cannot target or damage enemy structures.
PASSIVE: Cooldowns regenerate 35% faster when at maximum cloak charge

Reboot
Activate to reset the cooldown of Translocator and regain all cloak charge.
PASSIVE: Sombra can now Hack while cloaked. Reboot can be activated while cloaked. Cooldown: 35 seconds

Scavenger:
When Sombra scores a takedown, the enemy hero spawns a medkit.

Level 13
Looking for me?
Translocator is now cloaked, and lasts indefinitely. Activating the Translocator cloaks Sombra for 4 seconds. This cloak does not use Sombra's cloak charge.

Anonymous Operator
Activating the translocator spawns a phantom image of Sombra in her old location. This phantom can be controlled by Sombra. This phantom can not be damaged in any way, and does not deal any damage. Lasts 9 seconds from activation

Transfer of Energy
All damage dealt by Sombra in the past 45 seconds is granted to Sombra in the form of shields when she activates this talent. Shield may have a maximum health of 1120(+4.5% per level), and lasts 10 seconds after activation. Cooldown: 45 seconds

Level 16
Virus
Enemy heroes that die within 2.5 seconds of being hacked spread a full-length hack to any nearby heroes. Can spread indefinitely if the afflicted enemy hero dies within 2.5 seconds of being infected.

Delayed Momentum
Basic attacks against heroes adds an additional 0.05 seconds to all of their cooldowns with less than 2.5 seconds remaining.
Cannot add cooldown to an ability off of cooldown.

Hijacked Heal
The last hero that Sombra has hacked will have all healing that is applied to them also applied to Sombra. If Sombra or the hacked hero dies, this connection is removed.

Ransomware
After an enemy hero has been hacked, all of their basic ability cooldowns are increased by 0.5 seconds, and any time they use a basic ability, Sombra has 0.5 seconds removed from any of her basic abilities on cooldown, and also gains 1.5 seconds worth of cloak charge. This debuff is lost when Sombra hacks a different hero.

Level 20
Hackerman
Hack cooldown reduced by 2 seconds, maximum Hack duration increased by 2.5 seconds, Hack application time increased by 1.25 seconds.
PASSIVE: Hack channels are no longer interrupted by damage.

Temporal Disturbance
Allies can now interact with a placed Translocator to teleport to Sombra. Allies using the Translocator does not remove it.

Overload
EMP instead now fires a talented Hack at the enemy players in the radius of the EMP, rather than silencing them. This EMP will cause Hack quests to progress.

(Heroic Upgrade)Barrier Baron
When Sombra takes critical damage, she instead becomes protected for 1 second, after which she will explode in an EMP. Shield gained through this EMP will only be applied to Sombra, and do not grant progress towards quests. This EMP does not drain any accumulated EMP charge.

(Heroic Upgrade)Distributed Denial of Service
Mark now lasts till the hero dies, and all healing the marked hero gains from non-heroes is reduced by 50%. If the marked hero is killed within 3 seconds of falling below 40% health, the cooldown of Mark is refreshed.

Hero Notes

Sombra features three traits, Cloak, which lets her cloak, Hacked Channel, which causes objective channel to function like a hack, meaning ranged & able to benefit from certain Hack talents, and Medkit, which allows her to spawn medkits for her team.

Sombra can move & shoot at the same time.

All forms of cloak on Sombra function as her trait cloak does - unrevealable and movement speed gained for the duration.

Sombra's hack may sound like a Silence on the surface, but there's two major addition to Hack - It negates abilities with passive cooldown, like Raynor's E, or Uther's Redemption Storm talent, and also cannot be cleansed. To clarify Hack not being able to extend an ability beyond it's standard cooldown, An example of this is that it can't increase Sgt. Hammer's Unsiege beyond 2 seconds.

EMP does not damage shields, it actually destroys them - this is relevant for heroes like Zarya, who gain power based on the damage their shields absorb. EMP does not grant Zarya any energy if it destroys one of her shields.

Most tiers adopt the "All these options relate to one ability" fashion.

Level 1 notes:
Level Up! cannot be redirected - Once you pick a hero, that is final.
Bitcoined mercenaries function exactly like standard mercenaries. If a Siege camp has one Siege Giant captured with bitcoin, that Siege Giant will not begin to respawn until the other siege giant has been bitcoined, or the mercenary camp has been completely captured. If one team has bitcoined a mercenary, and the other team captures the remaining members of the camp, the other team will only gain those mercenaries that they defeated, and the bitcoin'd mercenary will continue pushing the lane, with the capture of the camp not altering the behaviour of it. Bitcoin being the name is just for fun, and to maintain the "bribe" theme. Bitcoin is also intentionally 90% useless on Hanamura. This was done because Bribe is already strong on this battleground, so it helps encourage build diversity.

Level 4 notes:
Poison the Well might sound strong, but no one is telling the enemy team that they have to pick up the medkits, they do expire when left on the ground. It's just there for Sombra players that want the ability to "deny" medkits, even though the enemy doesn't have to actually use the medkit, unless they want to clear their inventory.

Level 7 notes:
Hack the Planet allows a team to counter Sylvanas, or act like Sylvanas.
Reboot simply allows Sombra to use hack & objective channels while cloaked - the associated visuals will still be there, Sombra simply won't be able to be targeted with point & click
Scavenger grants quest progress to Opportunist

Level 10 notes:
Shield Transference progress is tracked pre-10, but the talent must be taken to get the bonuses. All bonuses are additive, meaning the shield stolen can get up to 125%( 30%+30%+25%+25%+25%). If this were multiplicative, it would only go up to 76%

Level 13 notes:
Transfer of Energy started out as a "on translocating", but uncoupling sounded like it'd make it work nicely with Double Agent, so...
Anonymous Operator essentially creates a moveable ward that can't be removed by the enemy team
Talents that aren't Transfer of Energy probably are a little undertuned

Level 16 notes:
Yes, Virus is like OG Chain Bomb, but require the hacked target to die to go off, which will require coordination.
Hijacked heals would also work for allies hacked, but would require Sombra to have taken Hacked Momentum at level 1. There's also no way for the enemy team to remove the connection, other than killing Sombra or the connected hero dying.
Ransomware needs desperate rewording

Level 20 notes:
Hackerman is a difficult talent to describe quickly - Hack takes twice as long to apply, but can apply twice as much cooldown, and it also reduces the cooldown of Hack, and also prevents damage from interrupting channels.
Distributed Denial of Service reduces all non-hero sourced healing - this means Regeneration Globes, Healing Fountains, Hearthing and the Hall of Storms all heal less or slower. Does not reduce things like Hanamura\Sombra activateable(F key) heals.

Sombra is a hero that gains a lot of her power from levels - this is obtained both by her higher scaling rate, and the amount of power gained from talents. Tier 4 and 13 don't grant as much power as the other tiers.

Sombra does not use mana, and below her healthbar there are two half-length bars shown - her current cloakmeter, and her current EMP charge. the cooldown shown for her trait is to display uptime vs downtime

Mark might end up being replaced - it's by far the most uninteresting part of the kit.
