- For Shield Block, armor caps at 75 so, the extra 25 in useless, so either change that or make it just be a "Protected" but just for Physical Damage.
- Refund is not a good talent copared to Collecting Power, yes it reduces the CD more, but players will try to time the shield to get its maximun value. To get it short, its a talent for "noobs" and this are not used very often.
- Last, Weakened Magic is way too powerfull to be a Level 13 talent, maybe even to powerfull to be a Level 16 talent, I suggest to move it to Level 16 and lower its Spell Power reduction to 50%.
I agree with two first points but I am not sure about Weakened Magic.
I based this talent on Anub's lvl 16 talent which reduces spell power by 50% for 4 seconds to all enemies hit by his burrow.
So compared to this, Weakened Magic is single target, longer cooldown, 4 seconds duration but with possibility of target escaping. Only plus is additional spell power reduce.
