The current Tassadar is a shadow of who his character is in the lore. It's okay if his kit is a glorified Sentry as long as it's fun to play, but right now it's extremely pathetic. You're not playing as a High Templar, you're just a shield-bot for Tracer. Thus, this rework is a suggestion on how to keep his current kit while reworking him into how his character should be. In essence these changes turn him into an offensive support, making plays and disabling enemies so his allies can kill them easier as long as they coordinate. Plasma Shield is no longer the ultimate carry tool, instead it slightly increases the damage of yourself or an assassin while also providing only a bit of sustain so as to give your team a slight edge. Psionic Storm trades a bit of damage for letting allies deal more damage to them as long as they stay in the field, without increasing his waveclear in the process. Archon is slightly stronger at level 10 but slightly weaker at 20 to even them out. Distortion Beam can stay tethered to enemies for longer letting you actually stutter step with him in order to let allies lock down a kill, and basic attack damage is increased just a tad to bring it out of absolute garbage tier.
Level 1 has wording changes and a small nerf to Templar's Will, and Khaydarin Resonance has a bit less shielding to instead provide a damage bonus, similar to the other 2 quests. Level 4's Khala talents are nearly identical except for the Embrace now giving 100% uptime on the Plasma Shield, competing against movement speed and armor. Level 7 Resonance now has a small innate slow effect and works with Archon, and the Oracle talent is no longer a silly quest. Once you hit level 13 is where things start changing, where even though Nullification is nearly the same, you have the option of picking up Focused Beam for a bit of burst damage increase, or picking up the new Dimensional Shift talents that gives about 3 seconds of cdr when you reposition every half minute. Level 16 is the damage tier, with Psionic Echo like usual, Prismatic Link which moved down from Level 20 into a healthier area, and Eye of the Storm which has a slightly weaker initial effect compared to the old talent but if enemies stay in the field the 25 additional armor loss makes up for it (the renaming is to both callback to Tassadar's last mission in SC1, and to not have a talent named the same as Fenix/Probius attacks). Finally, level 20 has Twilight Archon, a 1 second shorter cdr on Force Barrier, the new Shield Generator (not Shield Battery, we have 3 of those) which applies talented shields to all allies, which means armor damage or even having an increased application range, and finally the new Deep Shift which gives an extremely powerful escape if need be.
