Rework - Offensive Support

The current Tassadar is a shadow of who his character is in the lore. It's okay if his kit is a glorified Sentry as long as it's fun to play, but right now it's extremely pathetic. You're not playing as a High Templar, you're just a shield-bot for Tracer. Thus, this rework is a suggestion on how to keep his current kit while reworking him into how his character should be. In essence these changes turn him into an offensive support, making plays and disabling enemies so his allies can kill them easier as long as they coordinate. Plasma Shield is no longer the ultimate carry tool, instead it slightly increases the damage of yourself or an assassin while also providing only a bit of sustain so as to give your team a slight edge. Psionic Storm trades a bit of damage for letting allies deal more damage to them as long as they stay in the field, without increasing his waveclear in the process. Archon is slightly stronger at level 10 but slightly weaker at 20 to even them out. Distortion Beam can stay tethered to enemies for longer letting you actually stutter step with him in order to let allies lock down a kill, and basic attack damage is increased just a tad to bring it out of absolute garbage tier.

Level 1 has wording changes and a small nerf to Templar's Will, and Khaydarin Resonance has a bit less shielding to instead provide a damage bonus, similar to the other 2 quests. Level 4's Khala talents are nearly identical except for the Embrace now giving 100% uptime on the Plasma Shield, competing against movement speed and armor. Level 7 Resonance now has a small innate slow effect and works with Archon, and the Oracle talent is no longer a silly quest. Once you hit level 13 is where things start changing, where even though Nullification is nearly the same, you have the option of picking up Focused Beam for a bit of burst damage increase, or picking up the new Dimensional Shift talents that gives about 3 seconds of cdr when you reposition every half minute. Level 16 is the damage tier, with Psionic Echo like usual, Prismatic Link which moved down from Level 20 into a healthier area, and Eye of the Storm which has a slightly weaker initial effect compared to the old talent but if enemies stay in the field the 25 additional armor loss makes up for it (the renaming is to both callback to Tassadar's last mission in SC1, and to not have a talent named the same as Fenix/Probius attacks). Finally, level 20 has Twilight Archon, a 1 second shorter cdr on Force Barrier, the new Shield Generator (not Shield Battery, we have 3 of those) which applies talented shields to all allies, which means armor damage or even having an increased application range, and finally the new Deep Shift which gives an extremely powerful escape if need be.

Combat Trait

Oracle
30 second cooldown

Activate to increase Tassadar's basic attack range by 1, and increase his vision radius allowing him to see over terrain and detect stealthed units, for 5 seconds.
Passive: Basic attacks are a Distortion Beam that slows enemies by 20%. If Tassadar moves the Beam will continue to hit the target 2 more times, but Tassadar is slowed by 60% while attacking.

Details: I modified the Distortion Beam to work similarly to how Genji's Basic Attacks work. There is no effect at all when you stand still and fight, but if you decide to move you will continue to hit the enemy for half a second, keeping them slowed while letting you reposition slightly. In order to compensate for this large buff, you also move quite a bit slower when doing so and your baseline attack range is reduced to give enemies a sporting chance at fleeing. If you want the range back you can simply activate Oracle (so it now has better synergy with Archon), and ifthe enemy gets out of range or you cast an ability the Beam will instantly end like usual.

Primary Abilities

Plasma Shield
50 Mana - 8 second Cooldown

Grant a Shield that absorbs 455 (+4% per level) damage over 4 seconds. Heroes deal 10% increased damage and are healed based on the bonus damage dealt while Shielded.

Currently the Basic Attack lifesteal component is far to big an aspect of Tassadar's kit. 40% lifesteal is quite large which limits his strengths elsewhere, which then limits him to working as an enabler for certain heroes. This change makes it into a more universal buff, so it increases the damage allies deal while also giving them about 9% lifesteal. It's a much stronger offensive tool while being a weaker healing tool, which fits in great with the overall "offensive support" theme. It also has better synergy with Psionic Storm, too.

Psionic Storm
50 Mana - 8 second Cooldown

Deal 78 (+4% per level) damage per second for 3 seconds, and reduce the armor of enemy heroes by 10 causing them to take 10% increased damage. Damage increases by 12% for each consecutive instance of damage, up to 60%.

Psionic Storm is not an impressive ability, regardless of how cool it may look. Having the damage ramp up is fine, but in order to help Tassadar help his allies the ability needs to be tweaked a little bit. Giving it armor shred makes it a real threat for enemies to stand in, so a damage decrease is necessary as well.

Dimensional Shift
75 Mana - 24 second cooldown

Tassadar gains 25% movement speed and becomes invulnerable and Unrevealable for 2 seconds.

Few changes here specifically but there are now 2 talents for this ability instead of 1. The 6 second cooldown reduction should make up for the loss of the cooldown reset on Archon.

Heroic Abilities

Archon
80 Mana - 100 second Cooldown

Tassadar transforms into an Archon and gains a Plasma Shield. His Basic Attacks deal 158 (+4% per level) damage, slow the target by 30% for 1 second and splash for 79 (+4% per level) damage to enemies within 2.5 range. Lasts for 8 seconds, and basic attacks increase the duration by .5 seconds.

Archon is a very powerful ability so buffing it too much is risky. I added a small portion of the level 20 duration increase onto it baseline to reduce the priority of Twilight Archon, while giving it around the same or longer duration when you use it right.

Force Wall
25 Mana - 10s cooldown

Create a wall that blocks all units from moving through it for 3 seconds. Reactivate to cancel.
Passive: Increases the slow amount of Distortion Beam to 30%.

Not much to say here. The duration is slightly longer, while the cooldown is increased just a bit to compensate since it counts down while active.

Talents

[Level 1]
Psi-Infusion: Gain 1 Mana for every Non-Structure enemy hit by Psionic Storm. ? Quest: Hit enemies with Psionic Storm.
? Reward: After hitting 500 enemies, increase the size of Psionic Storm by 20%.
? Reward: After hitting 1000 enemies, increase the damage of Psionic Storm by 20%.
Templar's Will: Attacking enemy Heroes restores 2 mana. ? Quest: Basic attack enemy heroes.
? Reward: After hitting Heroes 140 times, Distortion Beam's damage is increased by 100%.
? Reward: After hitting Heroes 280 times, Distortion Beam will hit the target 2 more times on ending, and reduce the self-slow to 40%.
Khaydarin Resonance: Regeneration Globes grant an additional 50% Mana. ? Quest: Gather Regeneration Globes.
? Reward: After collecting 15 Regeneration Globes, Plasma Shield's value is increased by 40%.
? Reward: After collecting 30 Regeneration Globes, Plasma Shield's bonus damage increased by 50%.

[Level 4]
Khala's Celerity: Plasma Shield grants 20% Movement Speed while Shielded.
Khala's Embrace: Plasma Shield duration increased by 100%.
Khala's Light: Upon expiration or breaking, the target of Plasma Shield gains 15 Armor for 4 seconds, causing them to take 15% less damage.

[Level 7]
Psionic Projection: Increases the cast range of Plasma Shield and Psionic Storm by 40%.
Mental Acuity: Oracle increases Tassadar's Basic Attack range by an additional 1.
Resonation: Enemies hit by Psionic Storm are slowed by 20%. Increased to 50% on enemies recently hit by Tassadar's Basic Attack.

[Level 10]
Archon: Gain a shield and empower attacks.
Force Wall: Create a pathing blocker.

[Level 13]
Adun's Wisdom: Oracle range increased by 50%, and cooldown is reduced by 15 seconds.
Prescience: Dimensional Shift causes Plasma Shield and Psionic Storm to recharge 150% faster while Shifted.
Nullification: 60 second Cooldown
Activate to reduce the damage the target enemy Hero deals by 75% for 4 seconds.

[Level 16]
Psionic Echo: A second Psionic Storm can be cast within 2 seconds of casting the first. Enemies can only be affected by one Psionic Storm at a time.
Eye of the Storm: Psionic Storm armor reduction is increased by 3 for each consecutive instance of damage, up to 15, and lasts 1 second on leaving the field.
Prismatic Link: Basic Attacks bounce to hit 2 additional targets for 40% damage.

[Level 20]
Twilight Archon: Basic Attacks while in Archon form increase its duration by 2 seconds.
Force Barrier: Force Wall's Range is increased by 100% and its cooldown is reduced by 4 seconds.
Shield Generator: 60 second Cooldown
Activate to give all allied heroes in range a Plasma Shield.
Deep Shift: Dimensional Shift speed bonus increased by 100%, and allows Tassadar to pass through walls.
