First Death Knight of the Alliance

Th***arian is a Death Knight who uses Runes and Runic Power instead of Mana to Empower himself in Combat.
100 Runic Power.
4 Frost Runes.
2 Unholy Runes.
Runes have a 6 Second Cooldown.
Only 1 Rune of each type may Recharge at a time.
5 Runic Power is Generated when damaged by a Basic Attack or Basic Ability.

Combat Trait

Frost Presence
Basic Attacks have a 30% chance to refresh Obliterate and make it free. You Generate 10 Runic Power from Basic Attacks and Basic Abilities.

Might of the Frozen Wastes
Using Obliterate grants a Stack of Might of the Frozen Wastes. Each Stack grants 5% increased Attack Speed and at 5 Stacks you can consume all Stacks to increase Attack Speed by 60% for 4 seconds.

Primary Abilities

Obliterate
Deal 96 (+14 per Level) Damage. Deals 60 (+9 per Level) Damage over 3 seconds if Frost Fever is active on the target.
Cooldown: 9 Seconds.
Costs 1 Frost Rune and 1 Unholy Rune.

Frost Strike
Deal 60 (+12 per Level) Damage and slow the target by 25% for 2 seconds.
Cooldown: 4 Seconds.
Costs 20 Runic Power.

Icy Touch
Deal 46 (+9 per Level) Damage and apply Frost Fever.
Cooldown: 2 Seconds.
Costs 1 Frost Rune.

Secondary Abilities

Frost Fever
For 10 Seconds Movement speed is slowed by 15%.

Lurid
Lurid has 200% of the Health of Th***arian and 50% of the Damage.

Dark Command
Lurid Forces nearby Minions and Mercenaries to Target him.
Cooldown: 5 Seconds.

Heroic Abilities

Raise Lurid
Th***arian summons his Loyal Ghoul, Lurid to fight in the nearest Lane for 60 seconds and prioritizes Heroes. Th***arian can tap this ability again to sack Lurid and receive 25% of lurid's Health as healing.
Cooldown: 60 seconds. Starts after lurid dies

Chains of Ice
Shackles your target with Frozen Chains, rooting them for 2 Seconds and Reducing their Movement Speed by 30% for 4 Seconds following.
Cooldown: 90 Seconds.
Costs 30 Runic Power.

Talents

Tier 1 - Level 1:

1. Rune of the Fallen Crusader: Th***arian Engraves his Weapon with a Rune that has a 20% chance to allow Basic Attacks to Leech 1.5% of an Enemy Heroes Maximum Health.

2. Rune of Razorice: Th***arian Engraves his Weapon with a Rune at allows Basic Attacks to Deal 24 (+12 per Level) Damage over 3 Seconds.

3. Rune of the Stoneskin Gargoyle: Th***arian Engraves his Weapon with a Rune that give Basic Attacks a 30% chance to Trigger Block. This effect cannot occur more than once every 5 seconds.

4. Rune of Spellshattering: Th***arian Engraves his Weapon with a Rune that Reduces the Duration of Silences and Stuns by 50%.

Tier 2 - Level 4:

1. Horn of Winter: Attack Speed is Increased by 10%.

2. Focused Attack: Every 10 seconds, your next Basic Attacks deal 75% additional damage. Basic Attacks reduce this cooldown by 1 seconds.

3. Frozen Heart: Th***arian takes 20% less Damage from Minions, Mercenaries and Structures.

4. Executioner: Basic Attacks deal 40% more damage against slowed, rooted, or stunned targets.

Tier 3 - Level 7:

1. Follow Through: After using an ability, your next Basic Attack within 6 seconds deals 40% additional damage.

2. Deaths Advance: Movement Speed is Passively increased by 15%.

3. Icy Talons: Icy Touch now Hits a Second Target.

4. Mercenary Lord: Siege and Bruiser Mercenaries near your Hero deal 50% more damage.

1. Raise Lurid [Heroic]

Tier 5 - Level 13:

1. Threat of Th***arian W: Frost Strike deals 50% increased Damage.

2. Rime W: Frost Strike has a 25% chance to Generate 50 Runic Power.

3. Killing Machine Q: Your Obliterate has a 20% chance to Autocast a free Frost Strike.

Tier 6 - Level 16:

1. Wind Shear: The Range of Icy Touch is increased by 25%.

2. Giant Killer: Basic Attacks against enemy Heroes deal bonus damage equal to 1.5% of the Hero's maximum Health.

3. Berserk: Activate to increase your Attack Speed by 40% and Movement Speed by 10% for 4 seconds.

4. Chains of Ice - Frost Fever now roots for 2 seconds before slowing.

Tier 7 - Level 20:

1. Till Death do us Part [Raise Lurid Upgrade]: Lurid Deals 300% increased Damage to Structures, Minions and Mercenaries and now Follows Th***arian and lasts 20 Seconds Longer and Attacks what Th***arian Attacks.

3. Purgatory: When you sustain Fatal Damage you instead become Immune and Unstoppable for 4 seconds. 90 second Cooldown.

4. Empower Rune Weapon: Activate to Refresh all Runes as Death Runes. Death Runes can be used as either a Blood, Frost or Unholy Rune. 45 Second Cooldown.

Oh yes! How could I have forgotten the very first named Death Knight. Silly me. But then again the fact that I forgot about him while typing my last post kinda proves how big of an impact he has had to Warcraft universe in general. Not much. He's cool and all. But not the kind of hero I think we "need" into the game like we need Grom, Kel'Thuzad, Cho'gall, Rexxar etc.. Darion is more well known and developed character in general. There's even a whole comic about him and how he became a Death Knight. So that's why I don't see Teron Gorefiend 'worthy' enough to be added to the game as a hero. But hey, we shall see what Blizzard has in store for us.

Speaking about Death Knights, I would not hold my breath for that so called "Death Knight" expansion. Or any other kind of 'class' expansion for that matter. I don't see why Blizzard would add tons of Death Knight heroes with an expansion similar to the Eternal Conflict Diablo expansion. What's next? 'Warlock' expansion? 'Rogue' expansion? 'Warrior' expansion? I can't see Blizzard doing expansions like that.

Sliperos: You forget that first Death Knight ever? Goes by name Teron Gorefiend. He with Darion are the ones who need to be puted in game in case of Death Knight expansion. But Koltira and Th*** could be added too why not? They are famous for being the first factioned DK's and they made a huge appearance in WotLK (I forget that this are past times and kids nowadays don't even know what progressing and wiping in that Frost Home of that true badass boss is, sadly). So Koltira and Th*** are good ones but needs more balance.

I see that you have made Hero Concepts for both Koltira and Th***arian and gave BOTH of them the same Traits by the looks of it. What's the point? Why not give each of them only one presence if either of them are mostly either Blood, Frost or Unholy focused anyway? They would be too similar in that regard. Plus you're making this whole Trait thing here more complicated than it needs to be. You don't need to port half of the Death Knight class' abilities, or Prensences in this case, from WoW to HotS.

And this is just my personal opinion but I don't think either Th***arian and Koltira are so well known or overall liked characters that they should be added to the game. Not to mention how we have Arthas pretty much covering the whole Death Knight thing. But if I had to add one more Death Knight like hero to the game I would go for Darion Mograine. Can't think of any other Death Knights whom I would see 'worthy' enough to be added. But I doubt he will make it either.

Rune of the Fallen Crusader has been nerfed.

Purgatory has been Nerfed.

Icy Talons has been spellchecked.

Chains of Ice [Heroic] has been removed (replacement pending).

Frost Presence has been altered.

New Talents

Chains of Ice: Frost Fever now roots for 2 seconds before slowing.

Shifting Presence: Changing Presence now retains 25% of Runic Power.

Any type of RNG-based effects is bad, I strong advice some kind of rework for those. Cool concept otherwise!

Yeah i forget that Arthas is now Frost DK and not a Lich King, damn you devs... I don't wanna be the guy who controls every missclick but I think that on tier 3 talents third option you wanted to say that "NOW" it hits second target, don't you? After you balance they would be a good trio of DK's and I can imagine playing for them :)

Both of those abilites are in use by Arthas but I am working on a Pillar of Frost ability.

Lurid! Hype! :D
But to the point. I don't know but i feel that this heroics you put on him looks like little stronger basic abilities. In case of Lurid it's littel better cuz he seems to be good option. But the other ability is like basic or basic ability with talent. You forget Breath of Sindragosa, Howling Blast or something much cooler (or frostier). Think of it but overall it's good idea.
