The numbers do not mean which tier you get them at, simply a method to tell you how many talents there are.
Removed Talents: Mercenary Lord Removed Rune Tap Removed Stoneskin Removed
New Frostmourne Hungers(D) Talents: (1): Frostmourne Hungers now heals for twice as much. Besides that, we should be good.
Defile Talents: (1): Defile now slows for 1% more for every time its radius has increased, stacking up to 15% more slowing.
Necrotic Plague Talents: (1): Necrotic Plague now slows by 2% for every jump it has made, stacking up to 50% slower.
New Remorseless Winter/Frozen Tempest Talents: (1): Remorseless Winter now has 50% more radius.
Other Talents, Heroic Upgrades: Apocalypse Upgrade: Apocalypse now deals 50% of every enemy hero's maximum health, and its cooldown is lowered by 20 seconds for every kill made by it or gotten within 2 seconds after it goes off. Frost Barrier: Activate to gain a shield for 25% of your maximum health; enemies that attack you while this barrier is active have their attack and movement speeds slowed by 20% for 2 seconds. Army of the Dead: A weaker version of the Heroic, available as a level 13/16 talent, providing more options for survivability.
Reasoning, Notes, Etc.
I wanted a Lich King closer to the raid, rather than the Warcraft III iteration of Death Knights. While this may be Arthas' roots, this is the Lich King Arthas; We need some suitably badass abilities for him. Thus, we now have Apocalypse in place of Army of the Dead, Army of the Dead now being weaker, but being a talent. All of this combined provides Arthas a much more interesting play-style; at least, that is the goal.
This all being said, more talents, balance feedback, etc; all of it is appreciated.
