Tobjörn is a ranged specialist hero desinged around area control. He shots rivets from hes gun, with low dps. Hes main damage comes from hes turret. Torbjörn can build a turret, which fires to enemies in its range.

Torbjörn uses scrap to use his basic and heroic abilities. Maximum scrap is 50. Minions drop 1 scrap, Mercenaries drop 3. Dead heroes drop 8. Torbjörn always respawn with 10 scrap.
Primary Abilities

Q - Molten Metal Spurt
Scrap: 3 Cooldown: 8 seconds Deal damage in target area (same radious as Stitches's Slam). Enemies who enter the area in the next 4 seconds get slowed by 50% for 2 seconds.

W - Build Turret
Scrap: 10 Creates turret at target locations, wich shots enemeis. Its range is the same as sgt. Hammer's range in siege mode. If you have a turret already this ability changes to upgrade turret.

E - Armor Pack
Scrap: 8 Cooldown: 6 seconds Give target hero a shield for 4 sec, which is the 25% of the current health of targeted hero. Usable while upgrading your turret.

Your tower attacks target enemey.

Upgrade Turret
Scrap: 10 Cooldown: 4 seconds Channel to your turret for 4 seconds to upgrade it, and restore it to full health. Upgraded turret has more health, and deals more damage. The turret's maximum level is 3.

Molten Core
Scrap: 25 Cooldown: 100 seconds Torbjörn overheats his personal forge for 6 sec, causing basic attacks to be 50% faster, and your basic abilitites to be free.

Blast Wave
Scrap: 15 Cooldown: 80 seconds After 1 second delay, explodes a bomb in a huge area (~jaina's ring of frost) that deals damage to enemies and roots ALL heroes for 4 seconds.
Overall this seems like a good concept. However I think the scrap idea could be improved. First, even if you start with 1 scrap at the beginning, getting kills in early game is a lot harder than in the other stages of the game. Therefore using your abilities will be really hard and you will be relying completely on your Q and basic attack. Since you made him a specialist he is supposed to be pushing a lane, and if you always leave your lane to pick up scrap from killed heroes on other lanes it will result in a lose on your startinglane. Later in game this will give your team a disadvantage. For example you could do this with the scrap system:

With the increase of scrap. The scrap cost should be higher. Let's say that the 1 scrap cost abilities will now cost 5 and 2 cost for 10. Since he is a specialist this should be workin better because he is supposed to push lanes. Giving him scrap from that too will give him a more specialist role. Instead of being an assassin with good lane pushing.
