The main point of this rework is to reduce player frustration while still having fun playing this character.
So I reduced the duration of the controls while increasing the mobility of this character, in particular by slightly modifying his trait.
I also balanced the energy cost of the abilities.
Eviscerate which costs both energy and combo points makes her one of the most "expensive" abilities in the game.

Energy cost increased from 10 to 20. Stun duration reduced from 0.75 to 0.5 seconds. Blind duration reduced from 2 to 1.75 seconds. Damage increased from 30 to 95.

Garrote
Energy cost increased from 10 to 20. Silence duration reduced from 2.5 seconds to 1.75 seconds.
Valeera has needed a rework for a long time, but I've always been lost on how. She underperforms, and yet she feels so bad to play against, with some characters dying in under 2 seconds to her, and/or having zero counterplay to her. I'm honestly not sure what to say vis-a-vis her CC reductions, but giving her an increased cost when using those abilities could really help in slowing her down some, so players have a chance to react and peel for an ally, since Valeera will need to spend more time actually playing her Q game before things get going. I'm not sure if what you have really solves the problems with her design, but they're a nice start.
It's not a problem that a hero can kill another hero in 2 seconds. Lots of assassins do this especially melee assassins. The frustrating thing about Valeera is that she can do this without you being able to use your escape or defensive abilities. Conversely, Valeera can hardly kill due to the fact that she can be easily unstealth by just 1 small point of damage. Another negative point that Valeera has is that once in the melee, she can hardly get out. So I thought that by increasing his mobility while reducing the power of the CCs would make the game more fun for the player of Valeera and his opponent. Thx for your feedback.
