Subtlety; All Damage inflicting Abilities cause Bleed for 10% of Damage dealt. Stacks intensively

Q: Cooldown; 5 Seconds (Cooldown begins after use of Eviscerate)
Cost; 10 Energy
Activate to deal 75(+13) Damage To the target and 75% of the damage to all Adjacent targets, and all targets behind the Primary. Allows use of Eviscerate.

Garrote
W; Cooldown; 15 Seconds (Cooldown begins after Kidney Shot)
Silence target for 1 second and slow Movement Speed by 20% for the duration. Allows use of Kidney Shot.

Shadowstep
E: Cooldown: 14 Seconds
Activate to Teleport Valeera to a position and stealth upon landing for 6 seconds. Can be activated gain to Teleport her to her prior position. Any Basic Attack will deal 50% more damage if done while in stealth, or one second after breaking stealth. Abilities do 20% percent more under the same circumstance

Eviscerate
Q(2): Cooldown; 5 Seconds
Cost; 10 Energy
Activate to deal 150% of your Attack Damage to target and Bleed them for 50% of the damage over 5 seconds. Reveals target for duration.

Kidney Shot
W(2): Cooldown; 15 Seconds
Activate to Stun target for 1 second and deal 25(+15) Damage. If Sinister Strike or Eviscerate is used before Kidney shot, The stun is increased by .5 seconds and Damage is increased by 50%. Can be used from Shadowstep and is on a separate cooldown.
Heroic Abilities

Vendetta
Heroic; Cooldown: 30 Seconds
Mark an Enemy Hero for death, increasing your damage to that Hero by 25% and damage from other heroes by 15% for 5 seconds. If a target is killed under Vendetta, half of the cooldown is recovered. Replaces Trait with Assassination.

Killing Spree
Heroic; Cooldown: 75 Seconds
Dash to a target enemy, dealing 66.6% percent of your Damage with each strike, with a Total of 10 Strikes. This ability can hit a Hero more than twice, but will attack random targets. If a Hero is killed by Killing Spree, and add 2 Extra Strikes. Replaces Trait with Combat

Sinister Calling
Heroic; Cooldown; 60 Seconds
Empower your Abilities, causing them to rend your targets. Replaces Trait for the duration with Sinister Calling. Instead of Bleeding targets, the damage from the Bleed is dealth immediately.
so basically she is better version of Zeratul :D, instead she can lock down enemy hero and basically kill him without any counter play and teleport out safely
i would basically tilt so hard if she kills me like this
and your concept is too complicated imo, compared to current HotS heroes who have straight forward abilities, simplicity is the key, no need to complicate things
i would suggest putting some stuff into talents instead
