Velen is a hero that uses his magic of Light and Naaru to assist his team by restoring their health, controlling the battlefield and prolonging fights. Early he can be a bit weak, however he scales very well with levels gained and time elapsed, and when the game goes on, he might be as endurant as typical front-line. His trait grants him bonus health and mana based on how long he is playing. His Gift of the Naaru is simple healing effect with damage aura - effectful on warriors, Azmodan or Velen himself when late-gaming. His Divine Blessing is a great buff for wizards and other heroes based on abilities. His Wall of Light allows him to divide battleground into two parts, heal allies, damage opponents and even slow and haste. The first heroic is Lightwell that fulfills Healing Ward's role, but a bit better, while the second one is Divine Star, that when exploding, spreads in all direction at once, healing allies and damaging enemies.
As for Naaru's Light, the difference between a heal and a shield is that the health you gained stays, not the shield. Might want to rethink the numbers maybe. :)
I clarified a bit about Wall of Light to make it for everyone to understand (what king of grammar do I use? :O) and remade the Thick Wall talent (or rather changed it), so it should be a bit more useful. Thanks for realizing me that it would give nothing! :P
About T3's Prophet's Momentum: I compared it to typical Battle Momentum, so I thought this could be balanced (counting that this one skill costs 80 mana), but maybe this could do a bit too much while early gaming. So I've changed it to reset only when attacking heroes (as Velen has attack range reduced, this should be ok).
About Divine Movement: I think it is not as strong, as this might be comparable to Abathur's haste talent (+40% mvmnt spd for 3 seconds with 8 seconds cooldown), but rather than burst of speed, this gives a bit more constant buff. Also, Divine Blessing costs mana and has longer cooldown. So I did nothing here as it seems to be ok. But maybe I am wrong, However maybe I'm not.
About Naaru's Light: This can be compared to Kael's Arcane Barrier, this shield with 200% mana as health. Counting that Kael might have even more mana at 20 min. game than Velen, I think that this also isn't as bad. But maybe this could make Velen a bit too tanky. I will think about it for a bit more and maybe I will do sth here. But mb not.

-Can you go through it multiple times and gain the effect / be healed / be damaged ?
-What does it do if you stay in it ?
-What's the use of improving its thickness ? If going through it activates its effects, but not staying in it, there's no use for it. Improving its length would be good though (like your tier 6 talent).
Prophet's Momentum: Basic attacks reduce cooldown of Gift of the Naaru by 1,5 seconds.
--> 1s seems better imo. 1.5s is probably a bit too much
Divine Movement: Divine Blessing also increases movement speed by 25% for the duration.
--> Might be me, but 25% for 6 seconds might be too good
Naaru's Light: Activate to restore health equal to 200% of your maximum Mana. 60 seconds cooldown.
--> It's a self heal ? It's around 2k at level 20 + 20mn game. Dunno what to think about that.
