Level 1:
- To the Moon (q): Jump Jet range increased 20%.
- Lingering Barrier (w): Allied heroes in Barrier Projector's zone of effect when it times out or is destroyed receive shields equivalent to 5% of Winston's max health decaying over 4 seconds.
- The Best Defense (e, quest): Takedowns reduce Tesla Overload's cooldown by 0.25 seconds, to a minimum of 8 seconds. After 20 takedowns, the range bonus of Tesla Overload is increased to 75%.
Level 4:
- High-Efficiency Fuel (q): If Jump Jet damages an enemy Hero, 50% of its mana cost is refunded and its cooldown is reduced 1 second. (No cooldown reduction during Primal Rage)
- Protective Instincts (w): If Winston's Barrier Projector is destroyed, its cooldown is reduced by 3 seconds.
- Wide Arc (d): Tesla Cannon chains to 4 additional targets up from 3, and its chaining range is increased by 0.5 metres.
Level 7:
- Electrocute (e): Tesla Overload's damage bonus increased to 80% against targets at 25% health or less.
- High Voltage (e): Tesla Overload slows for 30%, decaying over 3 seconds.
- Gorilla Stimulant (active): Activate to heal winston for 25% of his max health over 5 seconds.
Level 10:
- Primal Rage (heroic): Winston's health is empowered and he gains a powerful melee attack.
- Overwatch Shuttle (heroic): Calls a dead ally back into the fight.
Level 13
- Projectile Projector (w): Instead of placing it at his position, Barrier Projector can be thrown to a location within 5 metres.
- Enduring Projector (w): Barrier Projector lasts 10 seconds longer and regenerates 5% of its health per second after 3 seconds of not receiving damage.
- Hyper Projector (w): Barrier Projector's max health is increased to 100% of Winston's max health, and it takes 10% less damage from enemy heroes' abilities.
Level 16
- Call for Heroes (passive): When Winston collects a regeneration globe, all dead allies have their respawn timers reduced by 1 second.
- Personal Shields (passive): Winston gains shields equivalent to 10% of his maximum health that regenerates quickly out of combat.
- Heavy Landing (q): Enemy heroes hit at the landing site of Jump Jets are stunned briefly.
- Valence Protection (e): Winston gains 20 Spell Armour while Tesla Overload is active.
Level 20:
- Immortal Rage (heroic): Winston becomes completely invincible while Primal Rage is active.
- The World Needs More Heroes (heroic): Overwatch Shuttle also spawns 3 powerful ranged minions and a regeneration globe.
- Ballistic Capacitor (w): 2% of damage dealt from within a Barrier Projector is returned as health to the projector.
- Feedback (d): Winston receives 10% of damage dealt as slowly decaying shields.
