Unusable unless an Ability was copied with [D]Thoughtsteal.
Use Ability Copied with [D]Thoughtsteal. Once its used, this ability once again becomes Unusable.

Dark Scales
Active Cooldown: 5 Seconds
Launch Scale on chosen Direction and Deal 120 ( +4% per Level) Damage to first enemy hit. Hitting Enemy Hero resets this Ability's Cooldown.

Confuse
Active Cooldown: 20 Seconds
Disorient all enemies in chosen Area for 3 Seconds. If Disoriented enemies get Damaged after 1 Second, its effect is canceled.
*Disorient works like Fear, but the big difference is that targets affected with Disorient can still use their abilities.
Heroic Abilities

Dark Descent
Active Cooldown: 60 Seconds
Become Dark Dragon for 10 Seconds. During that time, your [D]Thoughtsteal is Passive and it copies any nearby enemy's Basic Abilities. [Q],[W] and [E] all become Use Ability and they are filled with different abilities each.
*During Dark Dragon, your [Q],[W] and [E] periodically switch whenever new ability appears, its going to take the next slot of your Use Ability. If you for example had [Q],[W] and [E] filled with abilities, and enemy used new ability, your [Q] would be replaced if you hadn't used it while you could.

Manipulate
Active Cooldown: 80 Seconds
Gain control over chosen Enemy Hero's Basic Abilities for 5 Seconds while they are in your Range. Their abilities become harmful to their allies and harmless to your allies but their Ability Damage is Reduced by 50% for Duration of this ability. If Enemy Hero Leaves your Range, this Ability is canceled.
*You do not gain control over their Movement ( Unless there is an ability that forces movement). You can use their Basic Abilities with [1], [2] and [3] Ability Slots by Default. You still have control of your Hero and you can freely use your abilities.

[Q]Raw Power-
If you cast [Q]Use Ability within 1 Second of [D]Toughtsteal's Basic Ability Copy, your Ability Power for [Q]Use Ability is Increased by 50%.
[W]Sharpened Edges- Quest: Every Enemy Hero hit with [W]Dark Scales Increase their Damage by 0.5.
[D]Read Mind- Quest: Copy atleast One Basic Ability of Every Enemy Hero with [D]Toughtsteal. Reward: You can now see Enemy Hero's Ability Cooldowns that were affected with [D]Toughtsteal in last 5 Seconds above their Health Bar.
Level 4
[D]Knowledge Seeker-
Your Basic Attacks now Reduce Cooldown of [D]Toughtsteal by 1.5 Seconds.
[Active]Buyoff-
Enemy Heroes killed near you grant a stack of Bribe. Use 1 Stack to bribe a Mercenary, instantly defeating them. Does not work on Bosses. Maximum of 10 stacks. If a camp is defeated entirely with Bribe, the camp respawns 50% faster.
[Active]Fire Shield-
Make chosen Allied Hero Protected and Unstoppable for 1 Second. At the end of Duration, Deal 360 ( +4% per Level) Damage around you. Cooldown is 30 Seconds.
Level 7
[D]Mind Vision-
[D]Toughtsteal can now be used on Allied Heroes to copy the first Basic Ability they use within 3 Seconds.
[W]Shedding Off-
Being Stunned, Slowed or Rooted grants you Unstoppable for 0.5 Seconds and it Increases Damage of next [W]Dark Scales by 50%. This Effect occurs every 15 Seconds.
[Passive]Dragon's Fury-
Increase Basic Attack Range and Damage by 25%. Additionally, your Basic Attacks now Ignite its Target by 60 ( +4% per Level) Damage over 3 Seconds. Ignited Enemies have their Healing Received Reduced by 25%.
Level 10
[R]Dark Descent- Become Dark Dragon for 10 Seconds. During that time, your [D]Thoughtsteal is Passive and it copies any nearby enemy's Basic Abilities. [Q],[W] and [E] all become Use Ability and they are filled with different abilities each. Cooldown is 60 Seconds.
[R]Manipulate- Gain control over chosen Enemy Hero's Basic Abilities for 5 Seconds while they are in your Range. Their abilities become harmful to their allies and harmless to your allies but their Ability Damage is Reduced by 50% for Duration of this ability. If Enemy Hero Leaves your Range, this Ability is canceled. Cooldown is 80 Seconds.
Level 13
[Q]Power Drain-
Every Hero hit with [Q]Use Ability Heals you for 5% your Full Health.
[W]Siphoning Scales-
[W]Dark Scales Heal you for 25% of the Damage they Deal.
[E]Mind Games-
[E]Confuse now Creates your Mirror Image next to you for 5 Seconds. It has 100% of your current Health and it reverse-imitates your Movement.
Level 16
[Passive]Inner Fire-
Deal 25 (+4% per Level) Damage per second to nearby enemies. This Damage is Increased by equal % to your current Health.
[D]Insanity-
[D]Toughtsteal now Silences and Blinds Enemy Heroes Affected for 1.5 Seconds if it successfully Copies their Basic Ability.
[W]Explosive Spines-
[W]Dark Scales now also Deal Damage around the Enemy Hit.
[E]Mass Confusion-
If [E]Confuse hits atleast 3 Enemy Heroes, it now also Silences them for 1.5 Seconds.
Level 20
[R]Drake Awake-
Every time you cast [Q]Use Ability during [R]Dark Descent, its Duration is extended by 1 Second.
[R]Extended Strings-
Increase [R]Manipulate's Duration and Range by 100%.
[Q]Double Tap-
[Q]Use Ability can now be used Twice per copied Basic Ability.
[D]Power Harvest-
[D]Toughtsteal can now copy Heroic Abilities.
First of all, I would swap Q and W, it is more intuitional. Then, Thoughtsteal would be weird with transforming abilities, like Fenix' W or Mal'ganis' Q. Would it rather transform into alternate ability or into Thoughtsteal. Also, I don't see why wouldn't Thoughtsteal be one base ability with Use Ability. Maybe you could invent some passive trait for him.
