If an allied hero gets a takedown while affected by
Incandescent, heal them for
40% of their missing health and mana and refresh the duration of
Incandescent.

I must say, however, I almost started laughing when I read:
Xe'ra does not have access to any form of mount or mobility tool.
She floats, that's all.
I can just picture that being the in-game text.
Made Potent Light weaker in the early game so it scales up to the late game instead. I don't know if that solves the problem for it being a good tier 3 pick, but it makes it as strong late game, just a lot weaker early game.
Her trait working in such proximity (both the cdr and heart) sounds a bit unintuitive. Either she is a sentry to be near a fight or, she has that massive range (60 is a ****ton, almost 10 jimmies). Other than that, another gimmicky support is always welcome
