I like the concept a lot over all. Your trait is actually really creative and seems to be useful without being too strong. With that being said I have a few suggestions for the abilities that could make them behave better. Also, your talents are a little generic, I have some ideas there as well.

Mark of the Naaru (D): Change base healing to 60 (+4% per level) health over 5 seconds. Every 4 stacks of Resolve increases the amount healed by 15% and lowers the amount of time its healed over by 0.4 seconds. It creates more distinct tiers in the healing. It makes deaths more punishing and rewards you more for being able to gather stacks.

Sanctification (W): It would be hard to make it a skill shot that sometimes becomes a targetted ability, the coding for that would be terrible! A possibility would be to make it an area target like Tyrael's stun or KT's flamestrike. It should have a 0.5 second delay. Allies in the area are healed and enemies are damaged.

Righteous Aura (E): Right now if just does too much for too little mana. Changes proposed: Costs 5 mana per second. 1 second cooldown on toggle. Increases attack speed by 15% and grants 0.5 mana per second to allies in the aura. Range similar to Tyrande's Trueshot Aura.

Light Surge (1): Increases the healing and damage of the next Sanctification by 10%. Costs 1 stack of resolve. 20 second cooldown.

Avenging Wrath (R1): Increases her ability power by 25% (affects healing and damage) and generates 1 stack of resolve every 1.5 seconds. Abilities and trait cooldown 33% faster while active. Last 9 seconds. 80 mana. 90 second cooldown.

Hammer of Justice (R2): This feels just way too gamebreaking. The total amount of stunning possible is absolutely monstrous. proposed change: Charges your hammer so your next basic attack against a hero deals an addition 213 (+4% per level) damage and stun the target for 1.5 seconds. 40 mana. 45 second cooldown.

I Carry The Mark(D) - Yrel receives 75% of the healing from her trait
Protective Shield

Exhilaration(D) - Hero Takedowns award 2 stacks of Resolve
The Light of the Hammer(Q) - Allied Heroes in the arc of Hallowed Hammer heal for 25% of the damage it deals
I Pronounce you Sanctified(W) - Doubles the damage over time and heal over time affects of Sanctification
Let Righteousness Free You(E) - Reduces the duration of slows, roots and stun of allies by 25% within your Aura

Feel the Surge(1) - Removes Resolve cost of Light surge and decreases cooldown by 8 seconds

Draenic Archangel(R1) - Avenging Wrath last 12 seconds. Yrel take 25% less damage for the duration
Hard Knocks(R2) - Hammer of Justice now makes the target vulnerable

Righteousness Will Defend Us(E) - Righteous Aura decreases damage taken by allied Heroes by 15%
