The male Monk character comes from the Monasteries of Ivgorod in the Foothills. They are taken into the Monastery at a young age, where they are taught ancient knowledge; they believe in 1001 gods that dwell within everything: martial arts, and meditation to purify the body and soul.

Mana: 35 Cooldown: 25 seconds Passive: Allies near you take 15% less Ability Damage and have a 15% chance to dodge basic attacks Active: Give all nearby allies 1 charge of Block

Mana: 35 Cooldown: 25 seconds Passive: Nearby allies reflect 30% of auto-attack damage directly back to the attacker Active: Allies also reflect 15% of all incoming ability damage for 4 seconds

Mana:35 Cooldown: 15 seconds Passive: Nearby Allies regenerate 2% of their total health every second Active: Give all nearby allies 120 (+42 per level) points of shield for 4 seconds

Mana:35 Cooldown: 25 seconds Passive: Nearby enemies take 15 (+7 per level) damage every second and are slowed by 15% Active: Nearby enemies become vulnerable, taking 20% additional damage

Release a burst of light, healing all allies for 180 (+30 per level). All PASSIVE mantra effects are doubled for 3 seconds on everyone hit by Breath of Heaven

Heroic Abilities

Epiphany
Have an Epiphany, regenerating 10 mana every second enabling you to dash to enemies AND allies with auto attacks, dealing normal damage to enemies or healing allies 75 (+10 per level) for each auto attack you land.

Seven-Sided Strike
Mana:80 Cooldown: 25 seconds Passive: Dash rapidly between nearby enemies, unleashing 7 strikes, each dealing 70 (+9 per level)
First of all: there are two Mantras of Retribution (check the second and the fourth).
Auras are mostly overpowered (compare to other similar abilities if possible)
Breath of Heaven probably restores too much health (it's like a heal that can restore 33% health to half your team) and makes very strong auras even stronger (Imagine 4% health per second or an additional 53 damage per second at level 1, not saying about 60% attack-damage reflect).
You should give him a basic ability that would allow him to duel with other heroes (now he has no source of damage). I think that your third ability will do it.
If Epiphany is passive, it's way too strong. Compare it with Zeratul's Shadow Assault (I mean this buff on heroic) and noone would take Seven-Sided Strike this way.
