The spirit of this build is the use of the Slow Shot.
Increasing its duration in Tier 1 is key to have a huge Damage at Lv 16 as it will be simmilar to Tyrande's Traiet but with the difference it can make structures vulnerable. Hence, use slow shot also as support to kill Terror/Boss/Skull Golem/Core.
At lv 20, rewind gives more value to this build with the chance to recast slow shot twice and finish tanky heroes in a team fight (you can rarely take advantage of fast reload in competitive game, unless enemy team is so bad or you already have the advantage on the team fight)
Advanced cloaking will help you to avoid using hearth and always stay in scout mode, which will give the competitive advantage to your team
Finally, remember to always take advantage of one in the chamber. For instance, you can start attacking with snipe - AA - slow - AA or use decoy - AA - slow - AA - snipe - AA (slow will make easier for you to hit snipe on an anemy hero)
