Divine Fortress, as written, would make the enemies have twice as long cooldowns on abilities they use while in the fortress -- a 100 second cooldown, therefore, would become a 200 second cooldown.
In my opinion, that stands as too strong right now -- but the way I believe you meant it is enemy cooldowns recharge twice as slowly while in the fortress, am I correct?
So far, in his primary, kit, I see only his Q ability healing an ally, and just for 1% of their health, every 4 seconds. So...
