To throw this out there early, the new Artanis is truly at a place now where he can be an all purpose playmaker. Do not pick him solely to attempt "sick swaps" because it drastically down plays the areas where he now has new found viability. With the new ways to reduce the cooldowns on his shield he is extremely viable as a solo laner now so that is something you should look to exploit in your teams favor. Also even though his shield now procs earlier it is no longer strong enough to allow you to soak meaningless damage so take care when playing this hero. That last bit plays a large role in the mindset behind the choices you will see in this build.
Putting it simply: The idea is that the new shield is merely there to buy you an extra second or two to make a play for yourself or your team. Building up your damage gives you the out you need to catch enemy heroes off guard and start positive momentum.
Disclaimer: The level one talent is fully dictated by the maps. In 3 lane maps you should always run season marksmen to really boost your team fight potential all around. However in all 2 lane maps you should go with amateur opponent instead seeing as all 2 lane maps have more of a focus on objectives than other maps. AO has MASSIVE value on objective based maps.
