Blizzard is very important for beginning TF with your Ult (R then for full stun and Chilling + 670 dmg x3 waves blizzard)
Why I recommend this build?
1) Deep Chill : It's much important to chase people, escape a gank and hit heroes with your blizzard.
2) Snowstorm : More Radius = More difficult to escape blizzard Range (you can also hit more heroes)
3) Frostbitten : Extra-Damage when chilled, 15% bonus it's not nothing.
4) Ring of Frost : The second Ult is very useless in TF (you can just use it to 1v1 or escape), Ring of Frost is very important to begin 5v5 TF -> 3 second of stun, it's usefull.
5) Storm Front : Important if you want more harass or finish a low HP enemy, it's also usefull for ganks.
6a) Snow Crash : Usefull for TF -> you can hit 2000 dmg with 3 waves.
6b) Numbing Blast : Depending of situations, you can take that talent.
7) BOTS : Jaina has very few mobility, I recommend this to escape a chase or catch an enemy, if he is out of range of blizzard.
Jaina has not much counters because she does very much damage, she can stun and she slow each 4 seconds. So she can harass anyone if she plays well.
