I've found Precision Strike to me much more useful than Triple Tap. For one, TT can easily be countered by a higher health enemy tanking it in the face (or, if another Nova is on the enemy team, dropping a holo decoy can block it. Will work, can confirm.) Along with that, PS has a lower cooldown and can be used to nuke a squishier hero 100-0, and becomes even more efficient with the LVL 20 upgrade.
I also disagree with your opinions on Advanced Cloak. I've tried a few games with Lethal Decoy, and I don't beleive it does enough damage to justify the pure utility of Advanced Cloak. The healing allows you to not have the hearth very often (I've only had to hearth about once or twice in a match, average) and the speed offers a nice escape and kiting from skillshots to reveal you. Many a time I've survived with AC where I would have died any other way.
Anti-Armor Shells is more of a personal preference, I like One in the Chamber mainly because I don't like standing still, waiting for the auto attack.
One in the chamber will automatically give you two auto-attacks at 150% damage if you do a two ability combo. That means its 50% of your autoattack more than the anti-tank shells. This should be copied by the nova holo-decoy if it copies talents.
The reason is that after you use ability 1, say w if you have the 25% damage talent then you will automatically autoattack, then you will offload q as well and run the autoattack will fire 0.5s after and then you can run. This is 2x 150% attacks, so one in the chamber gives you 300% autoattack damage compared with 250% for anti-tank shells. If holo decoy copies this, then it will work in exactly the same way and give you more damage as well.
A similar 3 ability combo is decoy - open with right click - w wait 0.5s for auto, q wait 0.5s for auto. The combo takes 2s to executes for 450% autoattack damage before you can run. If you have precision strike you can then do a 3s/4attack combo for 600% autoattack damage.
I find that one in the chamber works better vs stealthers or high mobility targets, but it does not work as well for hit and run one-ability harass.
It also allows nova to do some decent sustained DPS in a pinch.
Triple tap doesn't need more skill. its only good against 1 player unlike many others ults which can take pout several. Triple tap isn't that great until you reach level 20 but I find most games end before you get a chance to use the level 20 upgrade
Than what, precision strike.... a well times presison strike requires far more skill than TT. It requires reading of the fight to get the most heroes caught up in it you can. You get all 5 at the start of a fight.. your most likely gonna turn that fight in your favour.
What is her utility though? I find she always was used and a untility but most people didn't know it. Via crippling shot and lethal decoy for second crippling shot. Another way is to get taser rounds for 4-8 seconds of crippling shot. But it is generally not needed.
The other thing you can do is just never engage. Sit back and spam Double Fake as a distraction. Is annoying and sorta works the first couple of times you do it. Then it mostly just gets ignored.
Nova has issues IMO. They need to fix her. She has no escape. Pretty much the only char in the game that doesn't, even with 4 second slow it doesn't really help. The fact she can't 100-0 squishies now without envenom and that's only at level 16 makes her broken. She needs an escape. Allow drone switching places or something but the switch costs the same as casting the drone. Or something. Either that or bring back her damage, even if they fixed the base damage nerf/bug which was applied to all heroes it might fix her.
Zera can 100-0 easily even before 16. He has better Utility, and like 7 escapes, plus one of the best team fight ults in the game.

Why not opening with pinning shot followed by snipe? The Talent Ambush Snipe works within 1 second after stealth so why dont give snipe the extra-dmg from crippling shot? Or am I missing something? :'D

If you look at the Holo Combo section the spoiler at the bottom explains that yes you can do this and why you might or might not want to do this. The drone already applies Crippling Shot for you so it is already giving you the bonus. The advantage of doing your drone first is you can position yourself to where they might Dodge to, so you will still be in range to finish them off. Or you can bait an ability cast on your drone.
Whichever way you do it the damage is pretty much the same. Starting with your crippling shot first and instantly casting holo drone works. But drone first then crippling shot instantly works better, as you will have less chance to miss your Snipe, because of the surprise. Sometimes you may choose not to crippling shot at all, and save it for when they run or space it out so you have 4 seconds of cripple. This is especially strong in team fights.
You can either wait for the drone to cripple or just go for it for faster damage, it's up to you and what the situation calls for.

Care to explain what the issue is? I'm the only one that seems to update any info on Nova most of the other guides contain info from pre wipe.
