For the basic combo and the one with water elemental, you can actually cast Blizzard first then immediately cast cone of cone. Reason is the first wave of Blizzard takes about 0.8 sec to hit. Casting cone of cold during this time will actually deal more dmg compared to casting cone of cold first especially post-16 when u get northern exposure.
