Yes, this is a sloppy build explanation :) I don't have much time to work on it but I will be updating this until it looks good. I will update the noob Jaina build soon but here is the important information for the Ranked build I use:
Talent layout:
Tier 1:
Deep Chill - I take this over Lingering chill because I find having the extra 10% slow helps downing enemy heroes better than the extra 2 second slow.
Tier 2:
Envenom - Does great damage against squishy heroes. I pick this when there are a lot of roaming heroes that wont be close together. Great way to scare off an illidan or a zera after youve blown your CDs.

Snowstorm - Bear with me here. I still pick envenom more often than not, BUT if you have a team that will be close to each other this talent makes blizzard so much sweeter when you use Ring of Frost correctly. The normal size blizzard will limit your targets after Ring of Frost. If you have a good stun comp I would suggest picking this up along with Ring of Frost so you will hit the entire team trapped in your ice.
Tier 3:
Frostbitten - DAMAGE DAMAGE DAMAGE.
Tier 4:
Ring of Frost - Since the nerf to the water elemental this is my go-to. The water elemental is by no means BAD, but if used correctly the ring of frost is much more effective at wiping a team where I feel the elemental is only good for 1 or 2 heroes max on a good day. Using Snowstorm with Ring of Frost can be very effective.
Tier 5:
Storm Front - With a good team comp you shouldn't need the ice block unless their entire team has been nuking you till this point. Storm front will also give you much needed range to stay in the back lines. This pairs very well with Ring of Frost as you can cast both spells relatively the same distance and really do some damage as well as CC for your team.
Tier 6:
Northern Exposure - DAMAGE DAMAGE DAMAGE.
Tier 7:
Bolt of the Storm - Other than ice block Jaina has no escapes, and if you took my build to heart this will be the ONLY escape you have. Get good at slowing people with your skill shots ;)
Combos for Jaina can very drastically depending on the situation. Just make sure to always hit them with an ice ability before using Blizzard as you will lose out on a lot of potential damage otherwise.
I generally use: Q --> E --> W
I use Ice Lance to catch up to the enemy, Cone of Cold to keep the slow up, and then Blizzard to finish them off.
Big Combo: R --> E --> W --> Q
Ring of Frost will freeze the enemy and "chill" them from a distance. Then you make them vulnerable with cone of cold, and then drop the blizzard. Use ice lance to refreeze any stragglers or finish off whoever you trapped.
