Hi. I am glad to see some interest in this hero returning. :)
However, I have played Kerrigan extensively (level 14 I think), and i know she has a lot of problematic areas. Unfortunatelly your build concerns me on multiple points.
The "battle momentum" - "double strike" combo works well, on many heroes, but its rarely effective on her. I used it a lot once, but gave up really fast. Since her basic abilities have to be used as a combo most of the time, "double strike" is used 1 time for all 3 (and her basic attacks are not that powerful as well). Also you said your stile is to pull enemies to you. To utilize "battle momentum" you have to be in the middle of the fight constantly attacking, which you are not. That is good, because if you did, than the other team will melt you in 2 seconds. (I've been there :D) Especially since only "Aggressive defence" helps your suitability, and that is at level 16. Further with "double strike" you give up on "Lingering essence". If you took it your stile could be powerful, in case you build your shield before teamfight and then attack. But the 2 are on the same tier. With 5 seconds shields, you have to start a fight with no shield every time.
As I said you also have no self-sustain abilities. No "Siphoning impact" at level 1 to regenerate health, no "clean kill" at level 4, to regenerate mana, no "Assimilation mastery" aat level 7 for both mana and health. And Kerrigan is one of only few heroes that have mana problems, due to high costs and the need to constantly use abilities. Even mid-late game. I am not saying you need all 3, but at lest 1 is a must, especially if you are casting even faster thanks to "battle momentum".
I agree with your level 16,20 pics though :) All level 20 pics are viable depending on how the game is going and at 16 the only other half-decent talent is "Essence for essence", but it only returns shields, so a weaker version of "blood foe blood". You suggest "Blade torrent", but your Impaling blades will rarely hit multiple heroes, so that talent just makes you more comfortable when casting Impaling blades. But taht can lead to inconsistency before level 16.
Lastly you said that the abilities are only good in combo. Usually that is true. But in some cases Impaling blades cast in the path of an enemy (both while defending or retreating) often is not seen and actually stuns. Primal grasp on the other hand is very powerful for chasing a target, or dragging out of position. Its a potent soft CC.
Even though I do not agree with most talents in the build, I am not saying it is not viable. Perhaps it will work for some people, in which case that is great :). All I have written is only my opinion, and all I am trying to do is give a bit of helpful advice. I hope you are not discouraged by this, and keep contributing to this great site.
