The pulse bomb slowing at level 10 is unbeatable. Combo it with the second pulse bomb drop at level 20, and your enemies will have no chance at running away. The increased pulse bomb charge at level 10 isn't needed in my opinion, because if you get pulse strike at level 1 and prioritize hitting heroes, you'll be getting your pulse bombs fast enough. The tier 6 talent could also be swapped out for locked and loaded, but it can be hard to land the reload perfect every single time, especially in the middle of intense team fights, so sleight of hand can work just as good. The tier 2 talent 'Is That A Health Pack!?' could also be switched out for parting gift to maximize damage, but be sure your team has a reliable way of healing you. If not, then receiving double the healing from regen globes and healing fountains can prevent many time-consuming hearths.
