Tier 1:
-Almost always take Conjurers Pursuit, Might take moonburn once in a while if there is another healer and the comp is seriously lacking in damage. But both have to occur.
Tier 2:
-Here the default is Healing Ward. With proper placement the healing throughput is huge, and its a great boon in early team fights (Haunted Mine's first mine phase, Cursed hollow first Tribute, etc...) I will take Shield though if they have a very burst heavy build and/or they are running Zeratul AND Nova and we have none of the stealth counters (tassadar, tyrande, etc...). If there is another dedicated healer and/or no1 to jungle camps I will sometimes take Vengeful Roots.
Tier 3: Enduring Growth it is a huge boost to our healing throughput and scales amazingly with Life Seed (Tier 5). I will sometimes take MULE, but only on 3-lane maps when they have toons that like to solo lane push and are doing so(azmodan, murky, abathur).
Tier 4: For solo que I will usually take Tranquility, Dream is very good, but requires really good positioning and usually some level of coordination with your teammates, whereas with Tranq you will always get good use out of it in teamfights.
Tier 5: Lifeseed, unless i've gone a damamge build, then i'd take full moonfire
Tier 6: Hardened focus is best if you manage your mana well and is overall best choice in a vacuum. But Tenacious roots has value as well, if you have some of the big sustained damamge ults on your team (t***, tychus, etc...) Lunar shower for the most part if running the damamge build.
Tier 7: Storm Shield for the most part, if your playing as a healer you shouldn't really need to use bolt much. If go damage though I take bolt (Bolt + Twilight Dream combo)
