I changed the passive to only work while casting other abilities. This reflects her in game "Arcane Mastery: Azshara's control over magic is so strong that she can cast Arcane Missiles at any targets in line of sight without interrupting her current actions". Royal Decree is a bit different than Sylvanas' ability because you can choose the direction the target walks. It could be use to peel melee assassins off of yourself or others in a defensive manner, or to group enemy heroes...
