I agree it get's better with "age", however if you take it I would suggest this needs to be a very very sane decision that I would not suggest as the first "go to choice". For some reason it works better for other heroes also for the synergy with talents. Then again, I do like Mageatul more then cqc builds ;)

As you described, Zeratul should roam and harass wherever he can to make the enemy team play more passively or support teamfights.
