It might be decent in a limited amount of situations (mostly because of the tiny AoE). Judgement is great in every situation though. Just gets outclassed.

In quick match Imposing Will might be effective, but if the enemy team is paying attention to talent picks they will just ignore you. This is also the case for Angelic Absorption, but you can still get value out of this (mercs/creeps). Plus, Angelic Absorption makes you insanely durable thus annoying....
