Like it, just think that Valeera should have access to envenom in tier 2 since rogues are always poisoning enemies in WoW.

Overall this seems like a good concept. However I think the scrap idea could be improved. First, even if you start with 1 scrap at the beginning, getting kills in early game is a lot harder than in the other stages of the game. Therefore using your abilities will be really hard and you will be relying completely on your Q and basic attack. Since you made him a specialist he is supposed to be pushing a lane, and if you always leave your lane to pick up scrap from killed heroes on other lanes...
