The concept is fine, however Independing Doom is too weak (remember, that typical team-fight lasts around 10 seconds or even less, it depends), Arcane Barrage has too small damage growth (for me) and Barrage of Magic has no damage growth (probably you just forgot to add it).
Also, if I remember good, Arcane Blast was stacking mana cost growth, so you should move this one from Arcane Explosion there. Also, if Independing Doom's range would be global, it also could add this uniqueness to your...
