Fatality seems a bit OP as it just kills the enemy, meaning it would go through both armor and damage mitigations. It's very "one-note", if the enemy is below 15% HP, they die. If they are above 15% HP, it does nothing. Maybe deal dmg in an area and if they are below a certain threshold they take 2-3x damage? It would make it more interactive and not just instantly kill or do nothing at all.
