I like the idea of Widowmaker being a new hero, but I doubt she'll ever come to HotS as such. We've already a cool Widowmaker skin for Nova. I do wish they improve the skin so that it feels less like a fancy cosplay though. :P

War Hero and Undercover are nice, but they don't entirely fit Jack's persona. Remember - Soldier: 76 doesn't "play by the rules" anymore. Think of it like this - Soldier: 76 is Blizzard's Red Hood. The Tactical Visor is one of Jack's trademarks, but I think it'd make more sense if it simply gave him bonus damage and ensures none of his Basic Attacks miss. This would make him a huge nuisance to heroes that can evade BAs or Blind heroes, like Artanis and Illidan.

A Support hero that can rebuild structures?! Oh God, that'd be insane. XD I love the idea though. :)

You make a good point. I did include a bit of info saying his Basic Attack Damage will be partially reduced as a Turret. Otherwise, Bastion could burst down foes a bit too easily.
