I liked the build in the most part, I've found out that Li Li can still deal huge amounts of damage and be a very offensive support (lately my team and I have been experimenting with the duo Li Li/Brightwing and it seems to counter almost every heavy melee lineup without a huge dps loss). In my opinion though going for a cloud serpent build gives her a huge boost in damage and survivability. Yes you are more than a 100% right my friend and you have grasped the concept of Kharazim very well (he is used exactly like that). However you have to keep in mind that this guide is merely a guide for new players to the hero and I would never ever tell them to go for risky plays since I will probably have their future teammates in QM/HL curse me for doing so :p Once you master the hero and have a good understanding you can do insane things that other support heroes could only dream of. oops, thx for noticing. I did the math before the scaling changes and never changed it, the numbers used to be a bit different

1) Activating your E before the fight will surely grab you some time to regenerate those 50 mana you spent, that's not a good advice for new players though, since you might forget that it's activated and probably waste it. Once you get the hang of the hero, sure that's a great tip! 2)I don't state anywhere that it's only for target heroes :p will change the wording a lil' bit to make it clear. Thx for the feedback!

If you notice, on the top of the guide I say "Ideal Build" which means the best case scenario build would indeed have Intensive Care, I mention Couples Therapy though mainly for new Medic players and for scenarios where the enemy team has somewhat of a dive comp since it makes your life a lot easier(and safer). For example, in most professional matches I will go for Couples Therapy just to be sure that I also have a form of self-sustain other than my trait.
