I actually like your idea of adding a new trait for arthas, it sounds quite cool! It adds way more depth to the play style of the hero. However, gameplay wise, i would say that with the original trait removed, arthas is going to have serious mana problems. You should make activating rune tap grant mana as well and nerf some of the special effects of the runes, or change some of the mana cost of other abilities. This is such a good concept. Very unique in its own sense, brings shape shifting in mobas to a new level. A direct improvement from simple two form heroes such as Elise,Jayce from League. There is one problem, heroes with more than 1 form can prove very hard to balance. Remember Udyr from League of Legends, he is either really strong after a slight buff or just useless after a small nerf.
