Tier 1 -
Spiritwalker's Grace - allows for more spamibility of all spells
- smart opponents kill the healing totem.. plus only 3% max health per tick IF their in the radius...
Tier 2 -
Feral Heart - allows you more mana, being that Reghar is mana dependent.... plus it teaches you to get into ghost wolf for mobility / damage / body blocking, etc.. it helps get you into a good habit.
Tier 3 -
Battle Momentum - it helps decrease 9 second heal cool down... I don't know about you, but I like to mix it up a bit and fight.. though this is a WOW hero, this isn't WOW were I can sit back and just spam heals..

Earth Shield is also viable - depends if you spam lightning shield a lot, use it for damage mitigation, but it only last 3 seconds..
Tier 4 -
Bloodlust - until it gets nerfed. 10 seconds!!!!! That's a game changer right there...
Tier 5 -
Stormcaller - SPAMABILITY!! it helps a lot with mana, farming if u cast on your totem etc...

Healing serge is viable if you don't cast lightning shield a lot.
Tier 6 -
Earthgrasp totem - it help prevent you from having to run all the way across the map to catch someone.. Plus it saves you from damage being that you don't have to get in close to drop a totem.

Lightning bond is great if your pushing
Tier 7 -
Gladiator's war shout- it just puts that ability over the edge..
Tier 5 - The hardest tier to chose because
Healing serge,
storm caller, and
lightning totem all synergize well with other talents.. its comes down to how you want to play him.
Combo talents
1) Spirit walkers grace + healing serge
2)
Earth shield + Lightning bond +/- Stormcaller
3) Empowering Charge + Lightning bond
4) Lightning totem +/- Earthgrasp totem +/- Stormcaller +/- Earth shield
