Cho'Gall is a mid-liner in which Cho positions,throws his bomb, and gall pokes... It is a constant dance for you never want to hard engage until you have whittled down the opponent to the point that you have the advantage.
Only Chromie inherently has superior range/poke. Li-Ming, Level 20 Flamethrower KT, (Winter's Reach) Ice Lance build Jaina, and Level 20 Grenadier Zarya may have a shot and being a hinderance, but unless theya re well protected vwith some hard cc, they are not a threat. Additionall, Napalm stutter stepping Hammer, Hammerang Falstad, and Lazer Build Alarak are the only other ones that can compete in range, but not poke damage... they will all quickly lose that fight.

For the Any of Gall's Build... it comes down to the map, match-up, and how long you estimate the game will take.
The safe option for Gall at level 7 is 1. If you think you will be able to stack off of Cho's w, then go to for your level 7 talent, otherwise if vs a lot of melee, go 1, if you and Cho are well coordinated with your Traits, then consider 3.
Cho and Gall Top
Cho'Gall's rune bomb has the most potential for poke or crowd control (making your opponents move or eat a bomb to the face).
Cho nearly should always be trying to have gall just on the edge of Galls Q's (Shadowflame's) range.
Cho should be wisely using his bomb, if not to hit the opponent, to route them so that gall can hit them with some other talent.
At level 4, when the rune bomb returns, wait for the first Bomb's return if you are baiting/kiting/engaging, you can hit them with two, which will nuke them or put them out of position... and for lower tiers, including diamond... it will surprise them... which goes along quite well with Shadowbolt Volley.
At 16 Cho'Gall should not have any reservations about hitting minions with rune bomb, and should aim for them in fact... due to cd based off the number of targets damage.
Gall: Feel free to unleash Shadowbolt Volley into a tank, takes their tank out of the fight or makes them
re-position...
Gall, in most cases you will want to wait for runic bomb's return path to detonate it if your team is ready to engage or your team is kiting the opponent.
