I liked this guide. I think Tassadar should receive some buffs from Blizzards. Meanwhile, I've tried to use a psi-storm build route and also a shields route... I got to almost the same talent choices of the most popular guides! Coincidence? :-)
This guide is organized well, but I don't find it very authoritative. Talent choices work into an overarching playstyle, but the playstyle you seem to be recommending is merely, "Hang around, use your abilities as you see fit, and don't die." You don't stress any particular detail (maximizing Psi Storm, locking down lanes, being a dive assassin's pocket support, etc) in playstyle and that is reflected in what I see to be very disconnected talent recommendations.
I have no idea how much you've played him, and I'm not going to tell you that you haven't played him enough, but when you say things like, "I've never taken this talent but I've considered it before," it says to me that you haven't experimented much. Whenever I play with heroes new to me, I always form opinions about their weaknesses and strengths which inevitably change once I've gotten to level 8+ with them—and even then, it's nowhere near enough games to think I really "get" them.
I consider static storm an incredible almost mandatory talent on t***. You didn't even list it as situational. Isn't static storm a greater talent than the others usually?
