Hi. I read your build carrefully. I don't have Tyrande but played her 10-20 games this week already with more or less success.
Tyrande has good scalling no doubt but I disagree quite massively with your perspective when playing with reliable mates. I used quickly a build very similar to yours after few games of solo queue because I wanted something able to kill reliably pesky nova's/zeratul without relying on anyone else.
Tier 1: Marksman isn't an ability I would take on most maps or with most lineups. The buffed mark is awesome in his own right and is imho the stapple skill in the first tier even if Marksman is very decent too.
Tier 2: I'm kind of fond of Empowering light: it actually can change teamfights to your advantage if used properly and has almost decent hps if you are carefull. Tyrande is a very poor healer but spamming her first spell is mandatory anyway, so why not making it far better. Do not take this talent if playing with douches and/or without agressive allies that are likely to get focused first. Empower is a really strong and versatile talent. Searing arrows gives you far greater focus firing.(but it's not as good as if you had envenom imho)
Tier 3: No debate, everything is good but the aura is very often the good choice there.
Ultimate: I have quite some issues with starfall: it has rarelly impact as it is lvl1, even with it's long CD you find yourself rarely in the situation where you feel like it's important having it. Buffed it gets global so it can be used to change lane momentums or snipe a fleeing hero from afar. Second ultimate is highly situationnal, and depending players mm puts you with, it may be strictly useless. So my bet would be taking Starfall and using any time(mercs pushing: ult them and move on).
Tier 5: I would rather take Lunar Blaze than rewind in most cases. Facing heroes with channel and/or heavy damage output you want to land those stun. Having increased radius means that you may hit several heroes more easily, more range makes it safer. Tyrande's stun is one of her biggest strengh. A long range hardstun is priceless. Rewind can be extremly potent but you need trusty mates with setup. and atm there are too few reliable setups for tyrande's stun atm.(with her actual base range and radius)
Tier 6: Fury is better no matter what imho. The stun damages aren't enough, you use mark to kill your targets and will help you better on objectives and on kills in general.(maybe not on averal dps tho but who cares)
Tier 7(final): Fury of the storm is needed in your setup. When a teamfight arises, you are limited mostly to your rightclics with a build like yours to deal damage. It will give you a lot of damages on the enemy team. I have nothing more to say, everything is justifiable for her imho on this tier. Bolt as always beeing the "safest" common choice as it often nets kills or clutch escapes wich are always gamechangers at this point in the game.
Imho Tyrande is before everything a support. She has good scalling, and potential for very high right clic damages but she will never do better than a Valla on this department, especially if she puts the mark for the said Valla. Your build isn't stupid: pushing for always more damages is a good thing :) but if you aim for serious or at least semi serious plays, I suggest a more versatile build that uses her whole skillset without relying on standing and attacking. "Kill builds" are still sadly safer in solo queue :).
Her skillset should allow her to:
- Save allies ***es in squirmishes/Help an ally sustain a lane/objectives
- Scout the map, reveal furtives, long range lolsnipe
- Definitely reliable AoE stun
- Some AoE impact times to times
- Dps enhancement
