It should be said that level 16 is an important tier, which should be handled based on your team comp. If youve got mad CC teammates like Arthas, Malf, Sonya, Uther, ETC, etc... you should almost always take Executioner--Raynors AA scale is the strongest in the game... (then add Executioner procs and atk speed). Additionally, raynor should ALWAYS have an attack speed buff, meaning you either get this from Bloodlust or you take Berserk.

Berserk and Searing attacks is simply too much damage to pass on (given raynors AA scaling, and Inspire, this should be obvious).

If youve got Bloodlust Rehgar AND 2 sources of consistent snare/CC: Executioner
If you dont have Bloodlust, Berserk takes priority over Executioner.

The level 16 tier is what makes Raynor so team comp dependent. Having Arthas and Rehgar turns Raynor into absolute Beast Mode because he has the attack speed buff from a nontalent source, and can abuse the Executioner procs ontop of that
