So as far as I can see, the popular build with Raynor is simple auto attacking. While effective, I noticed Raynor never really went below half his mana. With this build, I try to make use of Penetrating Round, while still keeping vital auto attacking talents in his build.

Talents in order:

1: Give Me More: Preferred over seasoned marksmen to prevent getting bursted down easily

2: Confident Aim: The Key talent to this build, and it's relatively early in the game where you can pick it up! You lose "Focused Attack" but honestly, later on, confident aim will be more useful

3: Revolution Overdrive: Standard movement talent for Raynor. If going for Executioner at lvl 16 instead of Berserk talent, pick up Hamstring Shot.

4 (Heroic): Hyperion: Standard. Effective. Zoning. No reason not to pick

5: Double-Barreled: THIS IS IT!!! Combo this with Confident Aim while in a team fight and you now have recovered 8 total seconds of cooldowns! 12s is the normal cooldown, 8s would be the new cooldown for each shot. As long as you receive peels from allies, your damage will SURPASS AUTOATTACK BUILDS

6: Berserk: Autoattacking is still very important for Raynor. Berserk allows you to keep up the pressure!
If an enemy gets too close, blast em back with your super low CD shotgun! (the normal talent here is "Bullseye" which is perfectly fine as well if you want to be more teamplayer-ish rather than solo assassin) If you picked up Hamstring Shot earlier, pickup Executioner since they synergize insanely well.

7: Nexus Frenzy: Combos amazingly with Berserk and Give Me More will help you be alive to use auto attacks more. I skipped over the Heroic upgrades since Hyperion is already such a good heroic ability and focus on auto attacking. "Bolt of the Storm" is also a fine option if you find yourself in situations where you are getting focused/trapped.
