1.

Substitute Dreadful Wake at 1 if that is your preference. I use it frequently on maps that have Sapper minions. I prefer Overflowing Quiver specifically for laning against heroes with summons (Xul, Zagara, Gazlowe, et cetera), but in general just for the wave clear.

I don't really go in for dagger builds unless I'm just messing around. Withering Barrage synergizes well with Windrunner at 13. With the Wind isn't necessarily wrong, especially if you take Evasive Fire (or to a lesser extent Overwhelming Affliction) at 16.

7.

Unstable Poison has faster wave clear, and could potentially help versus opponents with summons, but Barbed Shot helps tremendously in taking camps. It can make taking/defending boss extremely fast with Withering Barrage and Windrunner. Possession can be extremely annoying for certain opponents, particularly if the enemy team doesn't have reliable, mass wave clear. You lose a significant amount of camp-clearing power, though.

10.

I don't think it's ever wrong to take Wailing Arrow. It's an initiator or a mid-fight disruption. If you're desperate, it can sometimes pick off a low-health opponent that is getting away, but that is not ideal particularly because of the relatively low damage it deals. Mind Control can absolutely screw over the enemy team if used properly, but your team has to be able to follow up on it. I'd say it's less reliable, especially on a team of randos, but use your judgement/preference.

13.

Windrunner. See comments for level 4 and 7. None of the other talents on this tier synergize terribly well with the suggested build up to this point, so if you're following this build, I'd only deviate at this tier if you feel you absolutely *have* to in order to be effective.

16.

Take Remorseless if you want to be able to quickly solo camps or if you find you're doing a lot of the single-target teamfight damage for your team. Evasive Fire is something I've not found particularly impressive unless paired with With the Wind, and given the amount of CC in the meta right now, I'm somewhat unsure of its current effectiveness. Overwhelming Affliction is okay, especially if you're trying to synergize with damage bonuses on your teammates, but unless you're doing something gimmicky, I wouldn't pick it over Cold Embrace. I'd also note that Cold Embrace also provides a notable decrease in the time it takes to claim a camp if you land a full quiver on the vulnerable target or if you have teammates with you.

20.

Fury of the Storm provides some good extra damage, but also annihilates minions and mercs. Tough call if you took Mind Control at 10, though. I will also confess that I'm biased against Bolt of the Storm: I don't like how it suddenly changes a hero's engage/disengage options at level 20, so I've never really used it. If that's your preference, though, go for it. I don't really have any good arguments against anything at this tier if you can make use of it.

Lunara Top

The first two talent tiers are simply suggestions. The decision for these first two tiers can safely be left up to personal taste or as a response to the enemy team or the particular board. The builds don't really come into their own until level 7 onward.

Lunara Poisons All the Things:

Buffs your poison's damage and utility. The main idea is to get poison on as many heroes as possible, then hit W. This build is much better for poking around the edges of a team fight, and better if you can make the most of Splintered Spear. Synergizes well with other heroes that slow.

* When to take
If your team has reliable focus damage or a *lot* of AoE damage. Leaping Strike is there to help you single out targets, but you aren't going to be great at it. It should theoretically be able to lay on the damage in a team fight pretty hard, but it will be unfocused.

Lunara Does All the Siege:

Built around laning and hero-versus-board play. Choking Pollen can provide some devastating damage to clustered heroes or simply help lay on damage to the boss, a keep, et cetera.

* When to take
When you want to put out specialist-level siege damage.

Lunara Kills One Thing:

Built to lay on focused damage on a single target.

* When to Take
When you'll be able to focus a single target without exploding and when you need to down priority targets. This is a basic attack build, so it'll require time enough to get off the four basic attacks to make it worth it. Very good pick against high-hp targets like Cho' Gall, Diablo, Azmodan, et cetera.

Valeera Top

The arguably excessive amount of Energy conservation in this build means you'll almost always have a Sinister Strike available when you need it. The general idea is to engage outside of stealth and Vanish mid-fight to reposition and use garotte or Cheap Shot as necessary. This build gives you the tools for many situations at the expense of burst damage. You may find you have high hero damage and relatively low killing blows. This build is not a delete build. It is a prolonged engagement build.

Tiers 13 and 16 are just my default picks. Go with whatever is right at 13 and your preference at 16.
